1.Why dose user interface use English everywhere? Is there any other language?
Im working alone, so havent got enough time. I will internationalization it later!

It uses UTF8.

Unfortunately, at this time, I just support MySQL.

It uses ISO 639: 2-letter codes and ISO 3166.

Set it in library/config.php
6.Can I add language and country?
Yes, but you have do it manually.
7.Why it say: "Cant connect database..."?
It means you set database account or configure Apache, PHP incorrect. Please recheck database account then reedit apache configure commonly at: "C:\Program Files\Apache Software Foundation\Apache2.2\conf\httpd.conf".
